President Kappler called the meeting to order at 7:03pm. Present at the meeting were Carl Brauweiler, Richard Paul, Robert Kristie, Laura Kappler, and Tom Ahlbeck. Also present were Kim Paul, Mary Tomanek from Smith Barney, and Charlie Atwell board attorney. A motion was made to approve the minutes from October 22, 2008 and November 24th, 2008 by Carl Brauweiler and seconded by Dick Paul. All were in favor motion passed. A motion was made to approve the minutes from January 6th, 2009 by Robert Kristie and seconded Tom Ahlbeck. All were in favor motion passed. Mary Tomanek reviewed the investment policy and brought an amended copy for the board to look over and approve. A roll call vote was taken to accept the investment policy as being reviewed and signed. Laura Kappler, Robert Kristie, Tom Ahlbeck, Richard Paul and Carl Brauweiler all voted to accept it as written. There were only minor wording changes nothing else. A copy will be sent to the state for their records. Mary Tomanek went on to explain that Smith Barney had merged with Morgan Stanley-Citigroup over the past few weeks. She then went over our quarterly report/2008. Carl Brauweiler made a motion to accept the report and Richard Paul seconded it. All were in favor motion passed. Laura Kappler introduced three new officers. They were hired on January 5, 2009. Two of the three are in the police academy currently. One was a police officer in Chicago and he is currently in the field-training program. They are Sean P Dorsey, Trung B Nguyen, and Jason A Levin. Officer Noel Rehana was also rehired as of January 16th, 2009. He resigned 6 months ago and took his contributions. He had been with the department for more than 8 years. Allison Barrett from Lauterbach and Amen was contacted and the only advice she had was that he could repay his contributions to get his credible service back plus 2 percent interest. She did not indicate how much time he would have. After some discussion on the matter a motion was made by Tom Ahlbeck that Officer Rehana be given the opportunity to pay back his contributions plus the 2 percent over a 5-year period and that it was for all of his credible time or none at all. Richard Paul seconded the motion. All were in favor motion passed. A motion was made by President Kappler to accept the four new officers’ into the fund. Tom Ahlbeck seconded the motion all were in favor motion passed. President Kappler also made the board aware that a former Park Ridge Police Officer Edward Corral had inquired about portability to Aurora PD where he currently is a police officer. I told him to contact his fund to start the process. We are currently waiting for his answer on if he wants to thru with the portability. I will update the board in the future as to if he completed the transfer or not. Charlie Atwell brought up the medical evaluation of Patrick Duggan. He said he would talk to Dr Vender later this week about it. He will report to President Kappler any of his findings. President Kappler made the board aware of a $400 fee to pay for our fair share of the qualified plan paperwork started by the Illinois Public Pension Fund Association this passed October. Richard Paul made a motion to pay the fee and Robert Kristie seconded it. All were in favor motion passed.
